Oh they are. But usually they can't keep their form like you would see from a regular person. A lot of them end up as little balls with wings.
It's not really them so much as a part of their aether that got left behind. It's extremely rare for one to be able to hold their form, much less talk or interact.
And even if they do it's just like... imagine if your leg just kept walking without the rest of you being there. It'd be disturbing, yes, but there's no intelligence behind it. No mind or memory, really.
I have seen a few exceptions but those were particularly strong souls.
I've seen people clearly pulled from my memories walking around here and I did not appreciate it. It was my first month and I didn't need the memory of someone I cared about literally attacking me.
